Interaction with Interested Parties

Ongoing and efficient interaction with stakeholders is among the core aspects of Rosneft’s sustainable development and corporate responsibility policies. Stakeholders are legal entities and individuals that may be significantly affected by the Company’s operations and may, in their turn, affect Rosneft’s operations and implementation of its business strategy.

The key stakeholders are:

  • Rosneft’s employees and their associations (labor unions, councils of labor collective, etc.);
  • shareholders and Investorsors;
  • wholesale and retail consumers of oil and petroleum products;
  • federal and regional suppliers;
  • state authorities and federal oil industry regulators;
  • local authorities and communities in the Company’s operations areas (general public, youth, environmental and other non-government organizations, organizations of low-numbered indigenous peoples of the North, etc.);
  • educational establishments involved in training workforce for the Company.

The Company pays paramount attention to offshore projects. In an effort to develop offshore projects, Rosneft not only arranges and holds special PR events during the environment impact assessment studies but also takes part in the existing relevant initiatives and task groups.

Thus, the Company takes part in the Expert Advisory Group For Preservation and Study of Walruses in the Southeastern Barents Sea and Adjacent Water Areas created by the Marine Mammal Council and WWF Russia. As a result, the expert community developed and approved certain steps to eliminate the threat for existence of walruses they have been exposed to during seismic surveys in the continental shelf. Rosneft conducted surveys in the Southern Russian and 1st, 2nd and 3rd Eastern Prinovozemelsky license blocks in strict compliance with the action plan. Interaction with public, expert and scientific organizations within this group helps the Company analyze biodiversity issues in offshore operations in general.

In an effort to develop offshore projects in the Kara Sea, the Company held several meetings with local population dedicated to presentation of the expected seismic survey program. At these public hearings, the Company and Arkhangelsk public representatives deliberated about the program on seismic surveys in the Kara Sea in two license blocks developed by Rosneft in cooperation with ExxonMobil.

Arkhangelsk residents and public organizations met the seismic survey program authors and independent environmentalists, discussed matters of public concernment and expressed their opinion regarding scheduled surveys by filling in special datasheets. Engineering deliverables on scheduled surveys have been made publicly available so that anyone who wanted to could read them in advance.

In Salekhard, Rosneft’s delegation held a business meeting with the Government of the Yamal-Nenets Autonomous District represented by the heads of core departments, municipal entities and public advocates. In this meeting, the Company outlined basic provisions of the program on seismic surveys in the 1st and 2nd Eastern Prinovozemelsky license blocks and told about successful completion of the Far Eastern offshore projects in harsh climatic conditions.

The report on public hearings has been incorporated into engineering deliverables submitted to State Environmental Expert Review.

Roundtable Meetings in Key Operations Areas

In 2012, the Company held a sixth cycle of traditional roundtable meetings with stakeholders in its key operations areas. Such roundtable meetings were hosted by 15 regions and attended by representatives of 34 subsidiaries. The form and major objectives of such roundtable meetings are still the same: an open discussion involving every stakeholder about key issues that local communities and the Company have to face. The major trend of roundtable meetings in the previous 2012 cycle is the shift of general discussion from environmental issues to regional social and economic development and the Company’s role in such development. It is largely due to palpable positive HSSE performance achieved by the Company and its subsidiaries.

There is also a new trend, as stakeholders now consider the Company and its subsidiaries to be one of the essential factors for the social and political stability in its operations areas. Such a viewpoint comes largely from the fact that Rosneft’s subsidiaries deemed to be among largest taxpayers and employers in continuous need for many contractors usually make an important contribution to regional economic and social performance.
